Using a purposeful sampling method, the researcher selected six participants, for the in-depth interview. Document and video material reviews were done to support the data from the interview. The study revealed that the CDWs implemented the Center-based Program in Alternative Venues (CBPAV) developed by the ECCD Council. The CDWs prepared weekly learning plans (WLPs) and mentored parents on how to teach their children at home, weekly. They also developed printed and video materials assessed children using the ECCD Checklist. The CDWs conducted weekly monitoring of implementation and distribution of supplemental feeding supplies. Hindering factors such as health-related, task-related, and use of their own money were identified. The factors that helped during the implementation were LGU's support, parents' support, NGO's support, and technology. Using Bronfenbrenner's Ecological System's Theory, the CDWs' microsystem (parents, supervisors) and exosystem (national and local policies, standards) influenced how the CDWs implemented the NELC and how they have adjusted their implementation in the time of Covid-19 (chronosystem) pandemic. It is recommended that the LGU and agencies of ECCD provide program and policy support to CDWs' implementation and better working conditions. Future research on the impact of the pandemic on the well-being of CDWs and looking into the quality of early childhood education by evaluating training program and manuals, and appraising the implementation of CBPAV are highly suggested.
