   <subfield code="a">Local history research in Bulacan has faced difficulties associated with the organization and availability of resources, particularly local government records.  This study sought to find out how the city offices of Malolos, Meycauayan and San Jose del Monte should manage and preserve their postwar or contemporary records for the benefit of local history research, and to what degree their existing archives and recordkeeping practices conform to the standards for preservation of the archives heritage.  Groups and series of local government records relating to the postwar period in the component cities of Bulacan were also identified.  This study believes that knowledge on the appropriate management and  preservation of local government records will ensure that essential records that may be used for historical research are preserved and available.</subfield>

   <subfield code="a">The respondents were the Provincial Records Division in Malolos and selected departments in the city offices, namely, Office of the City Mayor, Sangguniang Panlungsod, City Planning and Development Office, Office of the City Assessor, Office of the City Agriculturist, Office of the City Treasurer, Office of the City Civil Registrar and City Budget Office.  The descriptive research method was used to identify the existing archives and records management practices of the local government units.  Interviews were done with two local historians as part of the groundwork of this study. Survey questionnaires were distributed to the responding departments, and interviews as well as ocular inspections were also done.</subfield>

   <subfield code="a">The findings of the study revealed that most of the postwar records of in the city offices of Bulacan are recent and the  departments of Sangguniang Panlungsod and City Civil Registrar keep most of the older records.  The chronology of records starts from the term of the incumbent mayor.  Oftentimes, the inclusive dates of records kept in the offices range from the year of their cityhood up to the present, or a few years before these former municipalities became cities.</subfield>

   <subfield code="a">The Provincial Records Division, Malolos is the only institution that has a records disposition schedule that was approved by the National Archives of the Philippines (NAP).  However, the Records Division does not fully employ the recommended preservation measures of the United Nations Scientific and Cultural Organization (UNESCO) and other best practices in safeguarding documentary heritage.  All the three city offices (Malolos, Meycauayan and San Jose del Monte) have no centralized repositories for their semi-active and inactive records.  The maintenance, preservation and proper disposal of their records are also not standardized, for they have no written policies and procedures on the protection, storage, access and filing of their records.  There are also no local legislations that mandate the formation of records centers for scheduled records or for records awaiting disposal.  Local history and archival research using local government records is not given much attention due to the inefficiencies in recordkeeping and gaps on the records created and maintained in the departments of the city offices.  Related to this problem is the absence of secured places where records and archives should be kept and preserved.</subfield>

   <subfield code="a">The recommendations of this study include leadership and support from the national and local government in the formation of archives and records centers, and implementation of integrated policies and programs for local government records.  There should also be strategic approaches on the management of records, enhancement of personnel's knowledge and skills, and plans for progress.  An integrated archives and records management program and file plans for the arrangement and appraisal of records are also proposed.</subfield>
