   <subfield code="a">This study presents a forecast and environmental analysis for Technology X - a decision support tool for disaster response preparedness in the Philippines. The project is being developed by a premier university in the country, through funding from the Department of Science and Technology. While the project team is dedicated to the full development of technical features of the tool, there is little focus given to the formulation of strategies on how the tool will be adopted by its target users. Failure to conduct successful technology transfer and seamless adoption would compromise the achievement of the full impact of this relevant government-funded technology.</subfield>

   <subfield code="a">The forecast by analogy presented in this study is based on the observed development, lessons learned, and diffusion pattern of the Sahana System, a similar tool developed in response to the 2004 earthquake that devastated Sri Lanka and its neighboring countries. Parallels with the Sahana Project are drawn in coming up with a forecast for Technology X. The forecast serves to guide future decisions on how the tool will be further developed and adopted by stakeholders in the disaster management landscape of the Philippines.</subfield>

   <subfield code="a">Interviews with experts in the field where conducted to provide insight on institutional, technological and environmental factors that directly and indirectly affect the diffusion of technologies of similar nature to Technology X in the context of disaster response in the Philippines.</subfield>

   <subfield code="a">Technology X addresses real and immediate needs of disaster managers in the country. Based on studies of similar projects abroad and an analysis of factors of diffusion in the Philippines, Technology X stands to be a relevant tool that can and should be adopted by institutions working in disaster response. For successful adoption, specific strategies have to be crafted and carefully implemented by an appointed institution that is capable of carrying out sustained development.</subfield>

   <subfield code="a">The study concludes with an evaluation of the strengths, weaknesses, opportunities, and threats surrounding Technology X as it moves towards adoption and use in real life situations.
