Summary:It is often argued that poor performance of public service can be due to the much lower salary pay among public servants compared to their counterparts in the private sector . In the Philippines, this issue is addressed through an incentive mechanism - such as periodic increases in salary through the salary standardization law (SSL) and performance-based bonus
which are matched with a system of monitoring that allows for transparency and accountability of work. But in reality, the government do not have enough resources to ensure regular increases on the pay of public servants and much less monetary incentives to motivate them to be productive, efficient, and effective. This study examines a complementary solution to these issues - underscoring the importance of improving financial capability because it enhances the extrinsic motivations among public servants.
Financial capability refers to a person's knowledge and skills to understand his own financial circumstances, along with the motivation to take action. This would allow public servants to value the importance of leading a simple lifestyle, and to distinguish the difference between his wants and needs. Financial capability also promotes the sense of financial security through the knowledge of savings, investments and retirement planning, and develops the motivation to deliver quality public service.
