   <subfield code="a">This study focused on the assessment of three selected multi-purpose halls designated as evacuation centers and their compliance to the DepEd, DSWD, DILG, DOH Joint Memorandum Circular No.1, S.2013. The study included on-site observations and interviews with a panel of experts; which includes specialists in child development, community nutrition, and community-based disaster risk reduction and management. The data gathered was cross-referenced with information obtained from secondary sources such as the Sphere Handbook (Sphere Project, 2011) and A Descriptive Study of Spatial Environmental Problems of Selected Filipino Families in Evacuation Centers in Relation to Human Needs (Duran, 2013). The study identifies the camp management office, kitchen, health station, toilet and bath, and storage as the essential areas required in evacuation centers and must be accessible to families with vulnerable members. Interview with key informants showed that the requirements stipulated in the memorandum lack specifications and programming requirements related to each area in the evacuation center. Site observations also showed that none of the selected multi-purpose halls fully complied with the requirements of the memorandum. While one of the sites lack the floor area needed to accommodate essential areas such as kitchen and health station, the two other sites have the potential to do so if proper space programming and allocation was to be implemented. A space programming guide may be included in the memorandum to allow the local government unit staff or volunteers with minimal design background to facilitate efficient camp management through space planning.</subfield>
