   <subfield code="a">Administration of justice and access to information are similar in the principle in providing service to the widest number of members in a given society.  In the Philippine legal system, this can be seen through the presence of legislations such as Republic Act no 7160, Republic Act No. 7743 and Executive Order No. 130 s. 2002 which were enacted with the objectives of administering justice and promoting the moral and intellectual growth of our country to the widest number its citizens.</subfield>

   <subfield code="a">Pursuant to these legislations, the study is aimed at identifying the legal resources that the members of the Lupong Tagapamayapa make use or need as references in effectively administering their duties as conciliators in their respective communities.  The duties of the Lupon members, however, are not only limited to administering conciliatory processes.  They are also mandated to assist in the supervision of barangay Information and Reading Centers (IRCs).  Thus the study also aimed to identify how they perceive their roles in IRCs in their duties as conciliators in their respective communities.</subfield>

   <subfield code="a">The study utilized qualitative research design and employed a descriptive method to identify and stress factors that lead to the current status of the specific area of study.  The respondents were composed of the Lupon members, specifically fourteen (14) from Barangay Bagumbayan; nine (9) from Barangay Hulo, and four (4) from Barangay Imatong.</subfield>

   <subfield code="a">The results revealed that the respondents see the establishment of IRC in their communities as beneficial.  Respondents see the IRC as means to enrich their knowledge and the members of their communities especially as Lupon members in administering conciliatory processes.  Through the enrichment of their knowledge, they will be able to guide their communities as public officials especially in its further development and progress.  Moreover, they see the IRC's as venue for community activities therefore it would enable to serve the needs of their communities further.</subfield>

   <subfield code="a">In terms of the legal resource that the respondents make use of or need as references for conciliatory processes, 76.47 of them refer to the Local Government Code of 1991, 17.18 had the 1986 Philippine Constitution, 11.76 refer to the Family Code and Revised Penal Code, 40 read the newspaper article on laws, crimes, and punishment, while a respondent registered that he also refers to television programs or segment on legal counsel and criminal issues.  However, as regards the frequency of use of such legal resources, 61.54 said that they usually read them only during their free time, 15.40 when they feel like to, and 23.07 registered that they rarely read such legal resources.</subfield>
