   <subfield code="a">This study aimed to know the population, the degrees of hearing loss and visual acuity, sex and age group of the hearing and visually impaired individuals in the National Capital Region.  It also aimed to know what kind of materials, equipment services and programs are needed by the hearing and visually impaired students in selected public schools.  Moreover, this study aimed to determine the availability and accessibility of these materials, equipment, services and programs in the libraries of selected public schools.</subfield>

   <subfield code="a">The descriptive research method using survey questionnaire was utilized in this study.  Document analysis was also used to obtain the necessary and relevant information.  The ten selected public schools with SPED centers in the National Capital Region were the respondents of this study.  The data gathered were systematically tallied, studied and subjected to statistical analysis.  Scores and percentage were computed to examine the data in correspondence with the objectives of the study.</subfield>

   <subfield code="a">The principal findings of the study were the following: (1) of the ten schools, only two have an existing library that supports the special education program; all the schools have a library for regular students  and teachers but have limited materials and equipment for SPED teachers and the hearing and visually impaired students; (2) eight schools have librarians who manage the library but do not use any selection tools for the selection of materials and equipment in the library; (3) of the total number of SPED teachers, 52.46 percent use special materials and equipment in teaching but 71.88 percent do not find the available materials and equipment adequate for their teaching; (4) of the total number of SPED teachers, below 50 percent use library materials and equipment in the library due to unavailability and inaccessibility of these materials and equipment; (5)individuals with partial deafness (54.45 percent), with age 50 years old and above (50.05 percent) and females dominate the population of hearing impaired in the National Capital Region; (6) individuals with low vision (86.45 percent), with age 50 years old and above (56.24 percent) and females dominated the population of visually impaired in the National Capital Region.  Based on the findings of the study, several recommendations are being proposed.  These recommendations include: (1) use selection tools for the selection of materials and equipment in the library of the ten schools; books about library for the hearing and visually impaired can be used as selection tools; (2)acquire additional materials and equipment for the library of the ten schools based on the number of the hearing and visually impaired students and SPED teachers in order to meet their need for information resources; (3) provide special services and programs that are helpful in education the hearing and visually impaired students in each library of the schools with SPED centers; (4) the Department of Education should make projects or programs on the establishment of a special library or special collection for the hearing and visually impaired in each school with SPED centers in the National Capital Region; (5) the National Government should allot funds for the establishment of a central library for the hearing and visually impaired which should be accessible to all hearing and visually impaired individuals in the National Capital Region.</subfield>
