   <subfield code="a">This study was conducted to identify the kind of reference service that is being rendered by selected government archives in Metro Manila and their provisions for access to their holdings.  Fundamentally, it sought answers to attain the following objectives; (1) to find out the reference service procedures that the archivists and archives personnel of the different government institutions and agencies in Metro Manila; (2) to know the usual users of the public archives; (3) to know the research of information that the users are looking for; (4) to know the tools used for  the researchers to have access to materials; (5) to determine the institutions' policies for the provision of archival access to users; (6) to find out the different reference service and access activities for the users; )7) to uncover the usual problems that the archivists or archives personnel encounter in doing reference service and; (8) to suggest possible measures to overcome the problems regarding the problems regarding reference service and access in government institutions and agencies' archives.  The subjects were the Presidential Archives of the Office of the President, Legislative Records and Archives Office of the Senate of the Philippines, Cultural Center of the Philippines Library and Archives, Legislative Archives Service of the House of Representatives and Records Management and Archives Office.  Survey questionnaires were primarily used in data gathering together with follow-up interviews with the archives personnel and document analysis of the institutions' reference records.</subfield>

   <subfield code="a">The findings of the study revealed that all government archives in this study were established to become repositories of records of their parent institutions and to service them to the public.  The five (5) archives perform reference service procedures such as conducting reference interviews, using request form or letters and finding aids in assisting users, preparing documents for use, reproduction or authentication, and answering users' queries.  The number of archives personnel varies from one institution to another as well as the nature of the collection and archival collection and archival materials available and their users.  The archives in this study provide different finding aids such as catalogs, indices, request forms and inventory list for the users and archives personnel.  The access policies of these archives are governed by rules of their parent institutions  and Philippine laws and regulations such as the Philippine Constitution and the Presidential Executive Order No. 89.  Different reference service and access activities are conducted by these five (5) archives but do not pay too much attention to publicizing their holdings.  The most common public relations program that they do is administering an open house of their repositories.  Majority of these archives are having problems with persistent users and media and lack of personnel.</subfield>

They have differences on their policies and procedures, because of the nature of each institution's collections, users and the institutions' mission.</subfield>
