   <subfield code="a">This study was undertaken to (1) determine the problems encountered by legal  researchers of lawmakers at the Legislative Archives Service, House of Representatives and the Legislative Records and Archives Service, Senate of the Philippines, (2) identify the various information needs of these users, (3) determine the extent to which these needs are being met, (4) find out users' perceptions regarding archives services and (5) identify problems and possible solutions in relation to the legislative archives' use and services.</subfield>

   <subfield code="a">The study employed the descriptive survey method, with the use of a structured questionnaire. The results of the survey showed that most of the researchers used the legislative archives for gathering data or finding sources about the history of bills filed in Congress.(1) Regarding problems encountered in the Senate, majority of respondents have not encountered problems when dealing with Legislative Archives Staff.  In the House of Representatives, in spite of some positive impressions concerning the Legislative Archives Staff, the following comments were made by 10 or (5) of the respondents: (a) the staff must encourage users to utilize the archives; (b) the staff must be approachable and willing to assist the users; (c) the staff must observe good behavior in dealing with the users; (d) the staff must improve their efficiency in servicing the archives' users; and (e) there must be a continuous training program for the archives staff.(2) Regarding identified information needs of users</subfield>

   <subfield code="a">Both Houses of Congress respondents revealed that the most used holdings are the following: Transcripts of Committee Meetings, Transcripts of Session/Plenary Proceedings, Committee Records, Journals and Records, Republic Acts, Bills, and Resolutions.(3) As regards to the extent of meeting the needs of users</subfield>

   <subfield code="a">Both Houses of Congress respondents agreed that their needs are met and that they  can obtain copies of documents and can even explore the computerized databases from the legislative archives services.(4) Concerning User's perceptions of the archives services.</subfield>

   <subfield code="a">Majority in both Houses of Congress respondents do not encounter difficulties in obtaining copies or reproduction and authentication of documents, and in using computer terminals, and multimedia facilities (video player, cassette player, etc.).(5) With respect to the problems on archives use and services and possible solutions.</subfield>

   <subfield code="a">In the senate, respondents may have problems in user services and facilities of the archives like in the House of Representatives but they did not convey their observations to the survey questionnaires given to them.  In the House of Representatives, the respondents felt that the following must be given priority by the Legislative Archives Service (LAS): (a) Installation of upgraded computers; (b) Operation of photocopying machines inside Legislative Archives Office; (c) Expansion of the reading area; (d) Purchase of a microfilm reader/printer; and (e) Installation of additional airconditioning units.</subfield>

   <subfield code="a">This study is not taken up to expose the inadequacies and weaknesses of the legislative archives staff and services but it warned at alerting archivists of their users' needs and for archives administrators to provide for the front-line staff by giving them more tools, hone their skills inorder to provide an efficient and effective reference service to the users.</subfield>

   <subfield code="a">Lastly, the researcher adds that the archivist can give his best assistance possible only if he studies what the researcher is doing, i.e., how the researcher goes about doing research work; how the researcher goes  about defining a topic, determining what is appropriate, locating, putting the topic together, and preparing the final paper.  The archivist is in a position to give the best, fullest, most effective reference service if he has a good understanding of the methodology of research.</subfield>
