   <subfield code="a">An inquiry into the status of the papers of eight Philippine presidents is a serious investigation into the present status of the Presidential Papers of Emilio Aguinaldo, Manuel L. Quezon, Jose P. Laurel, Sergio Osmena, Manuel A. Roxas, Elpidio Quirino, Ramon Magsaysay, and Carlos P. Garcia.  Mention is made of the status of the Diosdado Macapagal Papers and the Pre-Presidential papers of incumbent President, Ferdinand E. Marcos, but they are still in their custody and access to them is understandably very limited, if at all.</subfield>

   <subfield code="a">In the process of determining the present status of these Presidential Papers, this study attempts to examine current archival activities involving the care and preservation of these historical materials, exploring the following areas of inquiry:1)  Scope and content of each presidential collections;2)  Arrangement and description made for each collection;3)  Policies and procedures involving housing, preservation, access and acquisition;4)  Archival programs involving the development of these resources; and,5)  Problems in the administration and care of presidential archives.</subfield>

   <subfield code="a">A careful and thorough examination of the literature on the subject was made and a questionnaire was devised to gather information on the above-mentioned areas of inquiry.  Copies of this questionnaire were sent to custodians of all eight presidential collections. Private interviews and personal visits were conducted to enable this writer to have first-hand information on the present status of these papers.  The writer's personal knowledge of four of these Presidential Papers (namely those of Quezon, Laurel, Garcia and Quirino) is attributed to her having worked on their arrangement and description.</subfield>

   <subfield code="a">All necessary and reliable information gathered, collated, and analyzed for each collection are presented in eight chapters, with each chapter covering a brief biographical sketch of the President concerned, a history of his papers, an examination of their arrangement and description, and an appraisal of the value and usefulness of the collection.  A final chapter is devoted to a discussion of the writer's recommendations, the main consideration of which is the establishment of a Presidential Archives Program.</subfield>

   <subfield code="a">The availability of presidential papers for scholarly use is of paramount importance.  It is hoped that with this attempt, archival repositories and various agencies involved in the delicate task of providing professional care and preservation to these historical resources shall find some solutions towards the improvement of their current situation. However, unless and until a law providing for the systematic collection and proper care of Presidential Papers is enacted, the prospect of improving the situation shall remain dim.</subfield>
