   <subfield code="a">This special problem is a case study on the operations of the library of the Educational Development Projects Implementing Task Force (EDPITAF).  It has three objectives:  (1) to study the EDPITAF Library with the motive of making it a potent member of the organization; (2) to lend librarians of emerging libraries firsthand information on the development of a library; and (3) to contribute to the meager literature on library development.</subfield>

   <subfield code="a">The historical and comparative approaches of case research were extensively used in this study.  The details of the planning and early implementation programs were analyzed from a diary kept by the implementing librarian.  The comparative study was conducted with Strable's Concept of Levels of Functions and the FAPE Library as two reference points.</subfield>

   <subfield code="a">Tracing the EDPITAF Library's development since its conception in February 1976, this study contends that the library has always been given low priority and was relegated to a passive role.  Although it was conceived as an EDPITAF unit responsive to and supportive of the research needs of EDPITAF, it functioned instead as a custodial and archival repository of PCSPE and EDPITAF-generated documents.</subfield>

   <subfield code="a">Efforts to transform the library into an active and useful unit were undertaken in October 1976 when the EDPITAF was transferred to the Research and Development Planning Division.  Under this division, the Librarian drew up a Library Development Program that emphasizes library support to research and project development activities of EDPITAF.  Effecting its initial breakthrough from January to March 1977, the library identified the types of materials to be acquired, the manner of their acquisition, and the subject areas around which the collection would be built.  It also devised simple but flexible organizational techniques.  It moved towards a dynamic service by initiating a current awareness service.  It proposed the provision of additional staff and facilities to render library service more effectively.</subfield>

   <subfield code="a">In evaluating the EDPITAF Library's early development, Strable's Concept of Levels of Functions was used to gauge the level of performance achieved by the EDPITAF Library in three months' time.  The evaluation indicated that as of March 1977, the EDPITAF Library Implementation Program has thoroughly passed its minimum level of performance.</subfield>

   <subfield code="a">The FAPE Library was used as the standard to analyze the nature and operations of the EDPITAF Library.  The comparative study showed that for the EDPITAF library to meet the needs of an ad hoc, reform-oriented agency such as EDPITAF, it should be conceived and operated differently from a typical special library.</subfield>

   <subfield code="a">The findings points out then that in order that the EDPITAF Library can respond effectively to the ad hoc nature and flexible organizational structure of its mother institution, it must shed the traditional and rigid operational formats characteristic of typical special libraries.  Accordingly, its role in the EDPITAF research scheme must be reconceived, its goals and objectives redefined, and its total operation redesigned.</subfield>

   <subfield code="a">As envisioned, the EDPITAF Library is expected to function as a (1) staff service unit, and (2) project service unit.  The accent, therefore, is service - to EDPITAF researchers and to all other project institutions involved in educational reform.</subfield>

   <subfield code="a">To successfully fulfill these two functions, it is recommended that:  (1) the library must establish and maintain close and regular coordination with EDPITAF project personnel and with various offices, institutions and libraries involved in national development programs; (2) it must strive to receive adequate funding to provide for a library collection wide enough and current enough to meet EDPIRAF's research needs, and (3) it must follow a highly flexible course in the discharge of its functions.</subfield>
