   <subfield code="a">This study traces the development of the early school libraries in Clayton County, Georgia up to the conversion these libraries into the present modern libraries/media centers.  The main purpose of this study is to observe and note the methods and techniques used in the development of these media centers that are applicable in the Philippine public schools.</subfield>

   <subfield code="a">The methods used in gathering data and other information are:  reading articles and other literature that are pertinent to this study, interviews of school personnel, actual observation and participation in the normal daily activities in the individual media centers, and the questionnaire method.</subfield>

   <subfield code="a">It was observed in this study that Clayton County elementary schools did not have a regular library program until the second half of the 1960's, when the school system employed a full-time coordinator of library services.  Through the able leadership of the coordinator, and the librarians, and with the full support of the school administration and the local government, the traditional school libraries were converted to media centers within the span of three years.  The librarians/media specialists are responsible for the efficient implementation of the school media program in individual schools.</subfield>

   <subfield code="a">It is concluded that the methods and techniques used in the development of the media centers in Clayton County schools could be adapted in the Philippine public schools.  Filipino librarians can learn from the experiences of the Clayton County school librarians in meeting the needs of the students through hard work, initiative, full utilization of every available space in small libraries, and the local production of media materials.  School administrators in the Philippines, like the county school administrators, can gain the support of the local governments and the people to raise funds for the school projects by explaining to them the importance of the school and the media program.  The main ingredients in the development of the media program are the effective planning of the media program, the cooperation of the school administration, the support of the government and the people, the commitment of the librarians/media specialists to the media center concept, and the cooperation of the teachers and the students in the utilization of the media resources.  If these ingredients could be produced in the public schools in the Philippines, modern school libraries/media centers could be maintained in pilot schools in every province, if not in every elementary school in the Philippines in the near future.</subfield>
