   <subfield code="a">The main purpose of this study is to plan and propose an instructional media center within the College of Education Library based on principles which, according to literature and research, have been found successful in the administration of an instructional media center in colleges and universities. Data on instructional media centers outside the Philippines were obtained from books, yearbooks, magazine articles, pamphlets, brochures and dissertations while information on instructional media centers in the Philippines were gathered through observations made of visits to different schools and colleges with Instructional Media Centers.  The personnel in charge of these units were interviewed.  Books, magazine articles, pamphlets, theses and dissertations and other documents were likewise consulted.</subfield>

   <subfield code="a">Two important factors which influence to a large degree the setting up of the UP College of Education Instructional Media Center were discussed, (1) the Philippine educational system and its background, and (2) the UP College of Education.</subfield>

   <subfield code="a">With the information about conditions in the Philippines which affect education in general and the College in particular, the writer proposes an instructional media center for the UP College of Education.  General recommendation given are:  1) The UP College of Education should have an instructional media center which is concerned with organizing its resources and services in an integrated manner, under a single head and in a single location in the education building.  2) The Instructional Media Center should have a staff qualified, concerned, and involved in serving the needs of students, faculty, administrators and community.  3) The Instructional Media Center should provide a variety of services for instructional development in all subject areas offered by the College.  a) By working cooperatively with faculty and students in implementing the curriculum, organizing in-service training in educational media, preparing evaluation forms and other related research.  b) By providing efficient and effective instruction through the proper selection, distribution and maintenance of instructional equipment.  c) By updating available instructional materials and acquiring new learning materials through acquisitions, cataloging and other related services.  d) By assisting students, faculty and administrators in the selection and evaluation of all instructional materials.  4) The University of the Philippines should consider the Five Year Developmental Program of the Instructional Media Center proposed in this study.  5) Lastly, the writer recommends that a yearly evaluation of the media center be conducted to determine the progress made, the strength and weaknesses of the program, so that the necessary revisions could be affected thereby making the program more responsive to the needs of both the faculty and students.</subfield>
