   <subfield code="a">Abstract: An aggregation of constituents who are socially, culturally, and economically a unity but poilitically a non-unity could only carry the burden of unnecessary expenditures, inconvenience, and inefficiency. For Thai history had it that the capital of Thailand used to be composed of the municipalities of Bangkok and Thonburi, each of which had a government entirely independent of the other. This set-up could only bring negative contributions to progress. Only in 1971 did Prime Minister Thanom Kittikachorn see the wisdom and heed the popular urging to combine Bangkok and Thonburi to what is now known as &quot;Krungtheb Maha-Nakorn&quot; or Metropolitan Bangkok, thus paving the way for a single people being ruled by a single set-up. Housing a new government born out of two former ones created initial problems - foremost of which is accomodation - which need urgent solutions. Today the government of Metropolitan Bangkok is housed at the Bangkoko Municipal Hall, a logical preference to the smaller Thonburni. The same government system for the Thai capital stayed even with the ouster of Prime Minister Kittikachorn in 1973 and is foreseen to experience better years ahead. But the problem of the housing the government functions is even more aggravated. Growth is stilted because of cramped spaces, poor working environments, dense traffic, and the non-availability of parking lots. The feasibility of expansion, either horizontal or vertical, is ruled out. A new Metropolitan Bangkok Government Office building on a new site is therefore in order. Henceforth, this thesis envision to: a) come up with an architectural and functional program through an exhaustive analysis of the present make-up and functions of the various divisions of the Metropolitan Bangkok Government; and b) create a design which is in satisfactory conformity with the present and projected needs of the government. Contemporary problems like this one can only be solved with an optimistic outlook. It is hoped that this thesis presents a timely solution to an urgent need.</subfield>
