   <subfield code="a">The purpose of this study was to evaluate the library resources, facilities, staff, services, management and financial resources of the University of the Philippines Open University (UPOU). The American Association of College and Research Libraries (ACRL) guidelines for distance learning services  was used because of the absense of local standards.</subfield>

   <subfield code="a">The specific objectives of this study were to: (1) determine if distance learners have access to libraries aside from the library provided by the UP Open University and affiliate institutions; 2) determine if the library resources in the UP Open University and those in affiliate institutions are adequate and sufficient enough to support the information needs of the distance learners; 3) determine if the library services in the UP Open University and those in affiliate institutions are adequate and sufficient enough  to support the information needs of distance learners; 4) determine the library staff's personal and professional competencies as viewed by distance learners; 5) determine recommendations of users to develop library resources, facilities, services, and staff expertise to meet the information needs of the UPOU distance learners; and 6) to identify action steps to meet the information and service requirements of the clientele of the library using the ACRL guidelines for distance learning library services as the set of standards.</subfield>

   <subfield code="a">Students enrolled during the First Semester of SY 1999-2000 in the 25 learning centers located all over the Philippines were the respondents of the study. Five points comprised the evaluation of the library resources and services of the UP Open University, namely; access to libraries, adequacy and sufficiency of the resources, adequacy and sufficiency of the services, student perception of library staff competencies and recommended resources and services.</subfield>

   <subfield code="a">The data gathered were collated, tabulated, analyzed, and interpreted using frequencies, and percentages to carry out the objectives of the study.</subfield>

   <subfield code="a">The respondents of this study were students enrolled in UP Open University who went to visit a learning center once a month for their sessions. Questionnaires were sent out to 1218 students in 21 out of the 25 learning centers maintained by the UPOU, including one in Hong Kong. Of this number only 428(35.51 percent) responded to the questionnaire. Although the rate of return was less than fifty percent, the results give a picture of the status of library resources and services being offered by UP Open University to their distance learners. The data indicate that 54.44 percent of the respondents have access to libraries, either being provided by UPOU or its affiliate institutions. Fifty-seven and 94 percent (57.94 percent) have access to other libraries on and outside UPOU (61.45 percent) and those libraries they visited (50.47 percent) inadequate. Thirty-five and 75 percent (35.75 percent) found the resources just sufficient for their needs. In terms of services, students find the library services being provided adequate (30.84 percent). But thirty-four and eighty-five percent (34.85 percent) found the services insufficient for their needs with respect to the subjects they are taking. With respect to students' perception of library staff personal competencies, positive responses ranged from 49.06 to 52.57 percent while negative responses ranged from 3.27 to 5.54 percent. The same pattern was found for library staff professional competencies. The positive responses ranged from 33.33 to 38.64 percent while negative responses ranged from 6.82 to 12.88 percent. However many respondents did not gave any answer to both questions.</subfield>

   <subfield code="a">On the basis of the results for all the objectives it could be concluded that the respondents find the present library resources and services of UPOU and affiliate institutions adequate but somehow insufficient for their information needs. Based on the findings of this study and on the ACRL standards for distance education libraries, action steps to meet the information and service requirements of the clientele of the library are being recommended.</subfield>
