   <subfield code="a">This study was conducted to obtain information on the possiblity of establishing an Information Consolidation Unit (ICU) at the House of Reprsentatives Library of the Philippines.  This would build on an already existing information consolidation activity at the Congressional Library, in the form of information product called Infopack.  This product consolidates information on given topics of interest to legislators, and is drawn from the various reference materials found in the Congressional Library and elsewhere.</subfield>

   <subfield code="a">In order  to come up with an appropriate design for the Information Consolidation Unit (ICU) at the House of Respresentatives Library, a survey to assess the present collection of the Reference Section of the Library, as well as the information needs of the researchers/staff of the legislators, was undertaken.  Out of the total population of 171, randomly selected sample of 100 respondents were chosen for the study.  Out of the sample, 71 returned filled up questionnaires which constituted the information needs component of this study.</subfield>

   <subfield code="a">Among the reference collection included in the survey, Philippine laws emerged as the most relevant to the information needs of the users (87.3 percent of responses), followed by Legislative documents (73.2 percent) and Philippine Government documents (59.2 percent). Rated as adequate were the vertical files, periodicals/serials collection, newspaper clippings, and newspaper/magazines collections.</subfield>

   <subfield code="a">The reference collection that the users rated as the most important for inclusion in the information consolidation service is the Legislative documents, garnering 49.3 percent of the total responses given.  This is followed closely by Philippine Laws, with 46.5 percent, Philippine government documents, with 43.7 percent, and newspaper clippings, with 32.4 percent.  Surprisingly, online and stored databases garnered only 11.3 percent of the responses, pointing to the lack of familiarity among the respondents on the value of this information source in their work.</subfield>

   <subfield code="a">On the awareness of the respondents of three information services currently available for their use, General Reference Service garnered the most responses, 53.5 percent, followed by indexing and abstracting service, 42.2 percent and finally with information consolidation service, trailing poorly among the three with only 22.5 percent awareness level among the respondents.  This is further substantiated by 70.4 percent who indicated that they have never used Infopack due to lack of awareness of its existence (42 percent of total responses).  Among those who have used it, 60 percent indicated that it is an adequate tool for use in their research work.</subfield>

   <subfield code="a">On the question as to the preferred subject backgrounds of experts that the Congressional Library should have access to in the preparation of information consolidated products, the respondents indicated the following as among the top five of their choices: Law(87.3 percent), Political science (62 percent), Socio-Economcis (56.3 percent), Economics (53.5 percent), and History (45 percent).  This does not preclude, however, the desirability of approaching subject matter experts in all other fields as the need arises.</subfield>

   <subfield code="a">Based on the findings of the survey, this study proposes the streamlining of the procedure for the production of future Infopacks in the Congressional Library, which would be the nucleus for a full-blown Information Consolidation Service for the House of Representatives of the Philippines.  It also proposes a program for increasing awareness among users for these types of products, and recommends specific strategies (i.e., creation of a committee to look into the establishment of such a unit, fund-raising activities for an ICU, and the identification of additional sources of information for the service) to hasten its establishment.</subfield>
