   <subfield code="a">The duties of public officials include 1) recognizing the right of the people to information on matters of public concern by allowing access to public documents; and 2) extending prompt, courteous and adequate service to the public.  This entails that the government agencies where the public officials belong must have transparency and interactivity, the two components of organizational openness.  A content analysis study was therefore conducted on Philippine national government agencies' (NGA's) Web sites to determine the status of their agencies' openness.  For its research instrument, the study utilized the Website Attribute Evaluation System (WAES), which can assess any website by coding for the presence or absence of a number of specific attributes.</subfield>

   <subfield code="a">The list of Web sites and their corresponding agencies was obtained from the December 2008 update of the quarterly National Computer Center's &quot;State of Web Presence of National Government Agencies&quot; report.  From its record of 313 URL links, 79 belongs to government owned and controlled corporations and were chosen to be removed from the study.  Those URL's which could not be retrieved and those Web sites and explicitly state on their homepages that they are under maintenance during the data gathering period were not analyzed.  Agencies whose web presence consists of only one web page were also not included in the study. All in all, the research has collected data on 191 Web sites.</subfield>

   <subfield code="a">The results from WAES revealed that the government agencies as a whole have the tendency to be more transparent than interactive, as the overall Average Transparency Total is 12.6393 (out of 22) while the Average Interactivity Total is only 7.1631 (out of 20).  Generally, most agencies are transparent in the sense that they have direct involvement with their sites, they actively anticipate citizen needs by providing reports, research, laws, and regulations in an easily readable format, and, when available, they provide all downloadable and print publications for free.  Almost all of them, however, did not take a further step forward by providing online instructions for appeal; process for agency decisions or address of an ombudsman inside agency as an effort to help citizens comply with regulations. On the other hand, most agencies are only interactive in terms of not dictating format or content of citizen communication and not requiring personal information to be shared in browsing the site of in communicating with the agency.  They did not fare well on the other tests of interactivity however, as more sophisticated features like informing citizens on how long it will take for the agency to respond to an online submitted form, providing link to appeal process or ombudsman, and providing alternative access for special groups of people were almost always not present in these sites.</subfield>
