   <subfield code="a">A knowledge of methods study and systems and procedures-each a weapon and a tool-sufficed for us to attack the efficiency problem and thus come up with a revitalized system. Kalayaan Residence Hall, being our site, has answered our craving for a system with tangible sources of inefficiencies, inconsistencies in work assignments, mismanagement, totally-improvable, presently-existing methods and time-consuming practices. The tasks assigned to each residence officer were carefully scrutinized and evaluated as to their degree of importance and possibility of retention. As an initial response to these problems, we reviewed the work description of the security guards and careful study revealed that the night guard's job is presently at its optimal stand, whereas the day guard's job, being so hectic and non-systematize, needs further revisions. Next, we investigated the work load shouldered by the resident assistants, which led us to the conclusion that with the quantity of work they are performing, it pays to increase their number. This should be carried out because the efficiency they are presently exhibiting can not be expected to continue for an indefinite period. There is a possibility that their effectivity may later diminish or even be totally gone due to the heavy work they are shouldering.A clear look at the top ranks of the organizational set-up, and the awareness of how sensitive these positions are to changes, there was a need to look deeper into how satisfactorily the top brass perform their respective tasks. In consequence, we decided to delegate some of the tasks of the Residence Head to the Head Resident Advisor, who we found out is apparently less occupied. Combining related tasks was also though of so that the Residence Head would not devote any special time doing things which can be accomplished during her ordinary working time. For the Head Resident Advisor, a few provisions on her present work assignments were also deemed necessary. Indeed, it was reasonably decided to reduce the amount of time she devoted to planning, and instead channel this time to meeting with the Resident Assistants. This move would be quite effective considering the fact that the Resident Assistants are the best people to consult regarding ideas connected with the well-being and comfort of the residents. Likewise, we also tackled the forms analysis of the existing office operations of Kalayaan. This brought to light the specific forms needing to be revised in terms of their structures and lay-out. Certain forms were combined since they are similar in content and purpose. On the other hand, some other forms were redesigned to exclude questions which asked for insignificant information.</subfield>
