520 3 |a This study explores the process of local government planning through the Local Development Councils in the province of Bulacan. This is done through the examination of the institutional conditions that allow for improved participation in LDC planning. By analyzing key person interviews and through document reviews, the study (1) describes the LDC planning process in each LGU, (2) how the agents interact with the social and institutional environment of the LDC, and (3) identifies key processes that are pivotal to participation in the LDC. In the end, this study proposes two ideal types that characterize the planning process of Bulacan Development Councils. The mayor-centered model and the committee-centered model summarize the variegated experience of the 24 LGUs of Bulacan and may serve as heuristic devices for future research on the LDC.
