   <subfield code="a">In most of today's agricultural countries, agriculture is deemed as one of the driving force that propels a country towards development.  Agricultural development presents itself as one of the main precursors of economic growth and possibly economic prosperity., the main arguments of this research are the following.  First, agricultural development is achieved if there is an efficient and effective provision of agricultural extension services.  Second, effectiveness and efficiency of provision of agricultural extension services is achieved if the local government follows the principle of good governance in their delivery of services. The questions addressed in this study are the following.  First, how did the Flores administration (2011-2013) and Napulan administration (2014) apply the principle of good governance in Miag-ao particularly in the agricultural sector? Second, what are the strengths and weaknesses of the Flores administration (2011-2013) and Napulan administration (2014) that could affect the development in Miag-ao? The main analytical framework used in our study follows David Easton's Systems Theory framework.  In comparatively analyzing the local governance style of the Flores administration (2011-2013) and the Napulan administration (2014) in their delivery of agriculture extension services, we also adopted the United Nations Development Programme (UNDP) framework of good local governance that uses five indicators namely: (1) strategic vision, (2) legitimacy and leadership, (3) active and positive relationship between actors, (4) institutional capacity and (5) citizen participation. The key findings of the study are the following.  First, both administrations practiced good governance in their delivery of extension services.  Second, even though both administrations contributed a lot to the development of agriculture, the Napulan administration is more favored compared to the Flores administration for improving the agricultural sector at a faster pace and in a short span of time.  Third, political alliances and adoption and modification of the agricultural programs of the Flores administration are deemed factors that propelled the Napulan administration to develop and serve the local needs of the agricultural sector.  Lastly, the continuous agricultural development experienced by the locality of Miag-ao can be attributed to how both administrations made use of good governance in their approach and delivery of an effective and efficient agricultural extension services.  Specifically, the Flores' governance style focused on increase in agri-fisheries production and sustainable food security; and Napulan's governance style moves towards economic objectives such as creation of agri-based public enterprise and increase in profit and food production.</subfield>
