   <subfield code="a">In the Philippines, the economic limitations imposed on women have only worsened given the massive unemployment brought about by the COVID-19 pandemic. While the government has forwarded programs to support Micro, Small, and Medium Enterprises (MSME) in the country, its lack of reach has also been noted. Filipina entrepreneurs who were unable to acquire the opportunity have resorted to alternative means of finance-generating initiatives to provide for their families, explicitly utilizing digital entrepreneurship that, notably, has continued to break barriers for entrepreneurs constrained by the COVID-19 pandemic. The paper seeks to investigate how the state, specifically the Department of Trade and Industry's Bayanihan COVID-19 Assistance to Restart Enterprises (CARES) program, responds to women's economic struggle and how Filipina entrepreneurs make use of the internet for ICT-based business as a solution for incomegenerating means and sales during the COVID-19 economic struggle. Thus, the researchers argue that the digitalization of women-owned businesses' entrepreneurship practices during the pandemic necessitates improving the stateowned and controlled digital platforms, administrative portals, and mechanisms for proper and effective implementation of government services and programs. The research is a qualitative and descriptive case study that uses a purposive sampling technique for data collection. The research locale covers both the Philippines' Region VII, Central Visayas, and the virtual business platforms. This paper utilizes a research instrument that is employed for the free-flowing of ideas based on a researcher-made questionnaire. The gathered data are analyzed using Colaizzi's method to give meaning to the genuine experiences of the new Filipina entrepreneurs during the onset of the COVID-19 pandemic. The study sheds light on how digital entrepreneurship continues to break barriers for entrepreneurs constrained by the COVID-19 pandemic, both for women and the state. The research's output is an innovative strategic governance framework integrating two vital aspects: Information and Communications Technology (ICT) and Gender and Development (GAD). Finally, the Philippines' new governance framework combines ICT-GAD to strengthen digital technologies and gender equality in addressing economic challenges. This breakthrough framework marries stale-led finance and individual-based gathering initiatives championed by one of the most vulnerable sectors in society ? women.</subfield>
