<subfield code="a">The proliferation of technology and innovation in the legal field is one of the attempts to modernize the processes and systems which are in place. According to the Strategic Plan for Judicial Innovations 2022-2027 of the Philippine Supreme Court, it is essential to establish new frameworks and adopt new approaches to achieve the longtime aspiration of delivering responsive and real- time justice to all.

This foresight study aims to explore the readiness of DENR- EMB in terms of adopting a legal management information system through scenario development with stakeholders and local experts. The analysis can be seen in the Conceptual Framework. Inputs thru interviews to panel experts and surveys to internal stakeholders, Process through analysis of the answers and Output through creation of alternative scenarios, recommendations, and conclusion.
Several strategies were undertaken, such as surveys and focal group discussion with internal stakeholders as well as interview sessions with experts on data privacy, data security, the organization’s legal needs; and a representative from the business sector.

The results of the surveys and interviews were collated and studied upon to come up with three scenarios that will be useful with EMB in planning the next steps towards an effective Legal Management Information Systems. The scenarios are considered as sequential scenarios and can be implemented provided the interplay of factors are considered, training and capacitation of personnel are done, adequate funding is provided, and software and hardware equipment are procured to reach out to the agency’s clientele and provide better public service delivery.

In the final analysis, the researcher reached the conclusion that an efficient legal management information system can be achieved-- this will cater to the needs of the agency and its stakeholders for the speedy disposition of cases, without compromising the government and the State in the enforcement of environmental laws.</subfield>
