   <subfield code="a">The Philippines is one of the countries most susceptible to natural hazards. Every year, an average of 20 typhoons pass through the Philippine Area of Responsibility. Because of its location along the Pacific Ring of Fire, it is also susceptible to earthquakes and volcanic eruptions. In line with this, the COVID-19 pandemic further exacerbates the socioeconomic consequences of the public health emergency. As part of disaster response, evacuation centers are required to provide a temporary settlement for the affected communities. Over the years, the Local Government Units have been aiming to provide more adequate evacuation centers and they are proposing standard multi-purpose centers. In this direction, the project seeks to explore civic cum evacuation center as its typology. As various sources emphasize the significance of a health-promoting design and the benefits of a biophilic approach, the project proposes a biophilic concept that promotes user wellness in terms of physical, mental, emotional, environmental, and social wellness. The biophilic approach entails the incorporation of nature, inspiration, and interaction. Then, the site chosen is in Marikina City, which is highly susceptible to hydro-meteorological hazard and geohazards. Other types of hazards were also taken into account to create an efficient and responsive design. The data gathered through thorough site analysis, field research, and sourcing online resources were used to form the design guidelines of the project. Concepts on the regular and evacuation use of the building were provided. Overall, the proposed design is expected to serve as a guide for other municipalities and to broaden understanding of evacuation center design options in the context of the New Normal in the municipality. This will contribute to addressing the adequacy of the facilities used as evacuation areas and filling the gap in making them responsive to the needs of the affected communities and conducive to wellness.</subfield>
