One channel to overcome poverty is to address the welfare of the poor through cash transfers, conditional and unconditional. In 2007, the Philippines implemented 4Ps. Despite the contributions of the program there is still a need for complementary programs that work at community and national levels. This study investigates the economic impact of the CCT program on the households and to determine if this is an effective tool for poverty alleviation through survey questionnaires with 95 respondents from selected barangays of San Jose, Tacloban City. Four regression analyses were done to determine the impact of 4Ps on the consumption pattern of the receipient households. The results of this study showed the factors of consumption on three different expenditure categories and also on overall consumption. It also showed the effect of gender of the budget allocator on the expenditure patterns of the 4Ps beneficiaries. This paper recommends increasing the amount of cash grant given to the beneficiaries in order to increase their investment on human capital to alleviate poverty.
