Specifically, this study looks into the motivations that the coastal residents have in discrediting the evacuation orders.</subfield>

   <subfield code="a">Three sets of data were utilized to generate a deep analysis regarding the resistance of the coastal area residents towards evacuation orders. These three sets of data include the response of the coastal residents, the barangay chairpersons and the CDRRM officer. The responses of these three respondents were categorized in a categorization matrix to have a more clear and conducive presentation of the results. Individual interviews were enacted to gather the data utilizing a semi-structured interview schedule to gather a more opulent data from the respondents.</subfield>

   <subfield code="a">The data were analyzed using the poststructuralist's approach; especially through Michel Foucault's concept of governmentality and 'counter-conduct', this paper looks at the resistance against evacuation as a specific practice and rationality of residents towards governmentality. The data were further interpreted using thematic analysis.</subfield>

   <subfield code="a">Results show that the motivations that the coastal community residents have in discrediting the evacuation orders is due to the resistance of the residents to be conducted. The results also illustrate that the resistance was influenced on how the government enacted the evacuation order. Moreover, the results indicate that the type of relationship between the coastal area residents to defy evacuation orders since the type of relationship determines the degree on how residents will be informed about the evacuation orders. Hence, the researchers concluded that the resistance of the coastal community residents to evacuate is not in general an act of rejection or revolt towards the government but rather a counter-conduct on the government's enactment of the evacuation orders.</subfield>
