The researchers were interested in finding out the extent to which employees of the said municipality perceived their own level of bureaucratic idealism while legal-aged residents served as inter-raters. Bureaucratic idealism simply means one's degree of conformity with the standards of an ideal bureaucracy. The study also identified the socio-economic and demographic characteristics of these employees and their relationship with the level of bureaucratic idealism. This research was conducted in the municipality of Basey, Samar from January 21, 2010 until February 7, 2010. The respondents of this study were determine using multi-stage sampling. They were composed of 113 municipal employees and 364 residents. Data were presented, analyzed, and interpreted with the use of mean, Eta, and R-value. Results showed that the employees perceived themselves as having high level of bureaucratic idealism. The results from the residents also affirmed this. Of all the socio-economic and demographic determinants, only age was found out to have a significant relationship with the level of bureaucratic idealism. The findings of the study are important as they provide a good perspective in understanding the state of the bureaucracy of the municipality of Basey. With a level of bureaucratic idealism among employees we can expect better public service; otherwise, it would continue to reinforce the prevalent perception of an unresponsive bureaucracy that breeds the culture of corruption.
