Violence, theft, and drug abuse are the usual crimes committed by the youth at night. The usual curfew ordinance of 9 pm has not been effective, since it was not properly implemented and cases of youth crimes still occurs before 9 pm. During the administration of Peter Ray Bautista, the primary response was to re-implement a curfew ordinance but at an earlier time of 7 pm. This curfew was implemented on July of 2007 where the police are the ones assigned to monitor the streets of Baguio. On the second quarter of 2008, the duty of surveillance was shared with the barangay tanods to further monitor neighborhoods in the city. This is a study on the effectiveness of the curfew ordinance of Baguio City in preventing the problem of juvenile delinquency. The perspectives of the youth, the parents, and the police/tanods towards the curfew are studied and analyzed where the factors of awareness, compliance, supervision, support, implementation, and surveillance are used to measure the effectiveness of the curfew. The researcher found out that the curfew ordinance of Baguio City is effective in preventing the incidence of juvenile delinquency. The youth are aware of the curfew and complies with it. The parents supervise their children well and supports the implementation of the curfew ordinance. However, the curfew ordinance is not properly implemented by the law enforcers as shown in the evaluation and feedback of the student and parent respondents. In effect, the effectiveness of the curfew ordinance is primarily because of the supervision of parents and voluntary compliance of the juveniles -- Author's abstract.
