   <subfield code="a">The study was conducted to discuss stakeholder analysis of the Clean the MMORS project and its impact to formation of Water Quality Management (WQMA) Board. Blacksmith Institute with focus on highly polluted places aids in addressing this problem by implementing project thru stakeholder group. Identified stakeholders were community as recipients of the project with control on household pollution at source; DENR as mandated for clean and healthy environment; provincial and municipal LGU as lead implementer of the project; other regulatory and oversight agencies including Department of Health (DOH), Bureau of Fisheries and Aquatic Resources (BFAR) and Department of Science and Technology (DOST); industry players such as tanneries, gold smelters, jewelry makers, piggeries as major source of pollution and user of environmental sources; media/church who put the most pressure to do something about the problem; academe/research institutions as provider of technical data; funding agencies, service providers and other members of civil society. Creation of a WQMA process and implementation of the project. Benefits of stakeholder led planning include cost sharing more efficient deployment of resources and sharing of responsibility.</subfield>
