   <subfield code="a">Through the decades, William H. Taft Avenue has changed from a low-density residential area during the American period to a mixed-use district with main activities covering institutional, educational and commercial areas.  Significant to its development and subsequent decay is the construction and operation of the Light Rail Transit 1 (LRT-1) line which began during the Marcos era.  Along Taft Avenue in the city of Manila, LRT-1 has four stations: United Nations Avenue, Pedro Gil, Elpidio Quirino and Pablo Ocampo (Vito Cruz).&#13;&#13;With the present national thrust of attracting foreign tourists and investors, the challenge of urban renewal and tourism can become an opportunity for environmental and economic gains.  The study sought to review the streetscape of Taft Avenue from Ayala Boulevard to Pablo Ocampo Street.  It analyzed past and present plans relevant to the City of Manila at the national and local levels.  This included the 1905 master plan of Architect Daniel Burnham, the 2005-2020 Manila Comprehensive Land Use Plan and Zoning Ordinance (CLUPZO), and the 2011-2016 National Tourism Plan of the Philippines.  Inspection of the site was summarized in photo documentation.  Research data was supplemented by interviews with stakeholders and planners.&#13;&#13;Findings showed the need for a holistic planning approach, with the city government linking public and private initiatives.  Recommendations included urban renewal efforts addressing pedestrianization issues through street improvements, traffic decongestion and security by design approaches.</subfield>
