   <subfield code="a">The paper aimed to analyze the trends and gaps in communication strategies of the country's devolved agricultural extension service. Based on these, it recommends appropriate communication model and draws implications of the findings to UPLB's curricular, research, development, and extensions programs.&#13;&#13;Communication strategies that evolved together with agricultural extension can be categorized into various models, namely: technology transfer; diffusion of innovation; &quot;blame-the-victim&quot;; &quot;blame-the-system&quot;, empowerment; and emancipation. But despise the direction of the devolved agricultural extension to go community-based and participatory, remnants of technology transfer and diffusion models still dominate extension practices in the countryside.&#13;&#13;The move toward devolution should be complemented by a more empowering and emancipatory communication strategy. To achieve this, UPLB should include the competencies associated with bringing about empowerment and emancipation in its curricular, research, development, and extension programs.</subfield>
